Western Siberia Region Study Visit
A report of the study visit is now available. Below are the conclusions from their visit:
The organisation by Kostantin Isaenko in Omsk was exemplary - he is well respected throughout the area .In every case we were looked after extremely well by the family of one of the scouts.
It is evident that there is little in the way of support for the Scout Groups in Western Siberia, other than the ORYR Groups that were visited in the Tomsk region.
There is a great need for the provision of a youth programme that can be operated by all Leaders throughout the area meeting the needs of the young people.
There is a need for Leader Training - to run a programme for Scouts / Cub Scouts as a minimum - for adults and young leaders. This was the cry that was heard the most.
There is a need for Management and Development Training - to enable someone in each region to promote Scouting to the community and to generate new Groups with new leaders. The only development work that was apparent was in the Kemerova Region.
There is a need for a defined structure of support - adults needed to know who to go to obtain help. The only help that was there in ARNSO was Konstantin Isaenko - the Scout Leader for Discovery.
Omsk Scouts will be visiting the UK in July / August linked with the Much Hadham Scout Group led by Andrew Fraser. A return expedition is planned for 2004.
4 places on the Camp Staff Programme - 2004 have been offered to the Omsk Region. Further places can be offered for 2004 to Tomsk and Kemerova regions provided that their members belong to ARNSO.
International links cards were given freely and two cards have been received so far by Roy and Joan Walker.
The Study Group will be making presentations to their areas with the hope of creating interest in developing links - individual or Group.
